MONTREAL – A new group of mostly Lac-Megantic residents is seeking authorization from Quebec Superior Court to sue for economic and moral damages worth upwards of $5 million relating to the Lac-Megantic rail tragedy in 2013.Train engineer Tom Harding, Canadian Pacific Railway and Montreal, Maine & Atlantic, the defunct railway company at the heart of the disaster, are named in the court document filed in mid-May.The motion to institute proceedings was filed in Lac-Megantic and involves 49 plaintiffs who opted to not join another, massive class-action with 5,000 people and businesses that was authorized in 2015 against the same defendants.Earlier this year, the judge hearing that case joined it with a $409-million Quebec government lawsuit and another lawsuit brought by insurance companies. That one trial is to be heard in September 2019.On July 6, 2013, a runaway train hauling tanker cars loaded with volatile crude oil broke loose and barrelled into the town of 6,000 in the wee hours before derailing and exploding.It set off several massive blasts that wiped out a large swath of the downtown core and killed 47 people.Three former MMA employees charged criminally in connection with disaster were found not guilty by a jury last January: Harding, rail traffic controller Richard Labrie and manager of train operations Jean Demaitre.One month later, the Crown announced it would not appeal the verdicts.The new filing, like the other legal challenges against the railway, alleges that Canadian Pacific was negligent in the leadup to the accident and should have known the product being shipped was volatile. It also states the company had responsibility for the cargo being shipped.A Canadian Pacific spokesman said there would be no comment as the matter is under litigation, but the railway giant has previously denied any responsibility in the disaster because it handed off the trains to MMA for the final leg of the journey.The new motion describes the plaintiffs as people who resided in the Lac-Megantic area, owned or leased property there or were physically in the area at the time of the disaster and suffered losses.A total of $5.1 million is being claimed, with amounts varying from $15,000 to $1 million.The motion says the amounts are being sought for various reasons, including stress, being forced from home and the loss of income, personal property or enjoyment of life.A Quebec City law firm representing the 49 plaintiffs declined to comment further Thursday.Charles Shearson, Harding’s lawyer, said his client’s name remains on the list of defendants despite his limited means.“It’s another legal problem,” Shearson said. “I think his ultimate goal is to get all the legal processes out of the way so he can embark in some kind of healing, some kind of semblance of regaining a normal life for himself, given the circumstances.”Companies in this story: (TSX:CP)

Redshirt senior center Pat Elflein knows all too well how much of a dogfight the matchups between the Buckeyes and the Spartans are.Since 2011, the Buckeyes are just 2-3 against Michigan State — the worst mark OSU has against any team throughout the past five years. During that time, the Scarlet and Gray have never played in Spartan Stadium as a top-five team.That is, until Saturday. Elflein, among others, said the 3-7 record for Mark Dantonio’s team is nothing if not a ruse. A hot topic for OSU coach Urban Meyer this week has been how important competing for a Big Ten title — something OSU might not do this season — is for making a playoff case. Meyer, of course, deflected the question, and said he had not discussed the issue with his team.“Just want to beat Michigan State, man,” he said. “It means a lot.”Looking back through the past five years, that statement has been easier said than done.2011: Michigan State 10 – Ohio State 7In the wake of TattooGate, the Buckeyes lost long-time coach Jim Tressel and multiple players. In Luke Fickell’s interim head coaching stint, OSU came into the game against the Spartans at 3-1, with a loss to the University of Miami. The Buckeyes were simply outclassed in Ohio Stadium, as they failed to average more than a yard rushing on 39 attempts. OSU finished the year 6-7 without any real notable wins, except for a 33-29 victory over Wisconsin, who went on to win the Big Ten title. Next year, Meyer became the head coach for OSU, much to the excitement of Buckeye fans.2012: Ohio State 17 – Michigan State 16Meyer’s tenure started with a bang. After jumping out to a 4-0 start, the Buckeyes traveled to their first away game of the season. The Spartans proved to be a tough draw.It took a 314 total-yard performance from Braxton Miller to do it, and a 63-yard touchdown pass to Devin Smith to seal the deal. It was Michigan State’s second loss of the season.The Buckeyes never had a game as close as this one for the rest of the 2012 campaign, and OSU finished the year with a perfect 12-0 record. Due to ramifications from NCAA actions taken against the team after TattooGate, OSU was not bowl eligible.2013: Michigan State 34 – Ohio State 24 (Big Ten championship)After facing Michigan State for the two previous years in the regular season, the Buckeyes had to wait until the Big Ten title game to get a chance at Dantonio’s team. OSU was pushed to the limit for the second straight week after a 42-41 slugfest in the week prior with Michigan.The Buckeyes luck ran out, and Meyer suffered his first loss as OSU’s coach.Connor Cook torched the Scarlet and Gray defense with 304 yards and three touchdowns, while Jeremy Langfield pounded the ball up the middle against a relatively stout OSU rush defense. A late Langford touchdown run put Michigan State up by 10, and the Spartans never looked back.Defensive shortcomings mixed with a lack of an OSU passing game (eight completions for 101 yards) gave the Spartans the Big Ten title. The Buckeyes had to wait until early November of 2014 to get redemption.2014: Ohio State 49 – Michigan State 37The injury of Braxton Miller before the 2014 season began was supposed to doom the Buckeyes. That was until a little-known redshirt freshman quarterback by the name of J.T. Barrett trotted onto the field for OSU.Barrett, who had led the team to a 7-1 mark when OSU traveled to East Lansing, played one of his best games of his short career to that point. Piling up 300 yards through the air with three touchdowns, paired with a 154-yard, two touchdown performance for Ezekiel Elliott, the Buckeyes walked away from Spartan Stadium one win richer.The win was an upset, with OSU coming into the game at No. 14 and Michigan State at No. 8. A good showing against the Spartans helped propel the Buckeyes into Big Ten and eventually national championship contention.2015: Michigan State 17 – Ohio State 14With repeat title hopes on their mind, the Buckeyes struggled to find continuity at the quarterback position. Swapping between Barrett and Cardale Jones, who helped the team win a national championship following an injury to Barrett against Michigan in 2014, Meyer could not decide who should have led the team.With the decision made for Barrett to start, OSU’s offense floundered. Elliott touched the ball just 12 times, and Barrett threw for just 46 yards. Two turnovers for the Buckeye defense still wasn’t enough to bring home a win. Tyler O’Connor, Michigan State’s starting quarterback for this season, replaced an injured Connor Cook and managed the game to the best of his abilities. A game-winning field goal by Michael Geiger is an image most OSU fans have yet to let go, especially the windmill celebration the kicker did down the sideline after nailing the kick to top OSU.2016With title hopes on the line again for OSU, and Michigan State looking to save face following a disappointing season so far, fans in attendance should be ready for some fireworks in Spartan Stadium. OSU’s run game should dictate the pace of play, while the Silver Bullets might be able to grab a few turnovers.

And the industry tends to pay its employees well, so the many layoffs have a big impact on real estate.Some experts estimate that the price of oil will normalize by next year. Prospects for using such a trip to unveil his much-vaunted but still mysterious peace plan for Israel and the Palestinians were uncertain.Hosting Israeli Prime Minister Benjamin Netanyahu at the White House, Trump said his controversial decision to recognize Jerusalem as Israel’s capital and move the embassy from Tel Aviv to the holy city had improved chances for ending the conflict, despite Palestinians’ insistence otherwise. The two steps enraged the Palestinians, who claim part of Jerusalem for the capital of an eventual state and accuse Trump of abandoning the U.S. role of honest broker.Monday’s meeting came as Trump and Netanyahu cement an increasingly close relationship yet amid profound turmoil in the Middle East that threatens hopes of a resumption in Israeli-Palestinian negotiations and also attempts to restore stability in the volatile region. Dark inflation opens up a gravitational window on the first moments after the Big Bang A model that could see testing at the LHC is one developed by Anupam Mazumdar, a scientist at the Lancaster University in the United Kingdom and his colleagues Rouzbeh Allahverdi, at the University of New Mexico in the United States, and Bhaskar Dutta, at Texas A&M University. Their model shows how inflation generates the “seed for structure,” and describes how cold dark matter accounts for “missing” matter in the universe. Thirdly, the model’s inflation explains neutrino masses. The results of the paper can be found in “Unifying Inflation and Dark Matter with Neutrino Masses” in Physical Review Letters.“We know dark matter has to exist,” Mazumdar tells PhysOrg.com. “We see its influences. But it has to interact really weakly with the rest of the universe. This is why the right-handed supersymmetric neutrinos – sneutrinos – are a dark matter candidate. The right handed sneutrinos also give rise to tiny neutrino masses observed in nature.”Mazumdar also explains that the universe is expanding: “It undergoes inflation.” So Mazumdar and his peers wondered if it was possible to tie inflation to dark matter and neutrino masses. “We wanted to see if we could tie these things together in a model that can be tested in a laboratory.”Part of the challenge involved in putting together their model included the fact that in most standard models that address this question, the inflaton field values are entered by hand. Inflatons are characterized by integer spin. “We had to figure out how to talk about an inflaton as a scalar particle and try to identify what an inflaton is, exactly,” Mazumdar says.He goes on to explain that no single particle acts like an inflaton. Instead, a combination of particles is needed. “When we combined an sneutrino, a standard Higgs particle and a supersymmetric lepton, we found they act like an inflaton whose masses and couplings are not ad-hoc but well motivated and constrained by the current experimental limits.” “The model shows that the inflaton which is responsible for inflating is also responsible for neutrino masses….This component could also act like dark matter,” Mazumdar continues. “Now it is something that can be verified in experiments. Once the properties of the supersymmetric neutrino are found, the testable properties can help us identify dark matter.”“We are always looking for evidence to back up observation,” Mazumdar points out. “Until now, finding ‘missing’ matter has relied on cosmic microwave background experiments. It was thought that inflation could only be tested by this method. As the prospect of life without a paycheck sets in for 800,000 federal employees and others affected by the ongoing government shutdown, questions are arising about health insurance and other health benefits — dental and vision coverage, and long-term care insurance.Will shuttered agencies continue to cover benefits for employees and contractors as per usual? We’ve dug up some answers.Are federal workers and their families still covered by their health plan? For the most part, federal employees needn’t worry about that, according to the Office of Personnel Management, which has published an FAQ blog post on the topic.Both the online FAQ and the health insurance industry’s trade association confirm that coverage through the Federal Employees Health Benefits program will continue even if some federal agencies affected by the shutdown aren’t issuing those paychecks and or paying the insurance premiums.”The shutdown should not impact their coverage,” says Kristine Grow, spokeswoman for America’s Health Insurance Plans, the trade group that represents insurers, including those that offer coverage through the federal program. “It’s business as usual.”Once the shutdown ends and those payments resume, workers should expect that their usual share of premiums plus the accumulated amount that wasn’t deducted during the missed pay periods will be taken out.”Procedures may vary somewhat by payroll office, but the maximum additional deduction allowed under regulations is one pay period’s worth of premiums (in addition to the current pay period’s premium),” says an OPM spokeswoman.Does the same hold for contract workers? Less clear is what will happen to workers under contract with the affected federal agencies — including some people working as analysts, administration assistants and janitorial staff — who are mostly excluded from the FEHB program.Many firms that contract with the federal government offer their workers insurance. The federal Office of Personnel Management recommends these contracted employees consult the human resource office at their company for answers regarding the shutdown.”In 95 percent of cases, even if it’s not required by law, I would think most everyone would continue that coverage,” says Rachel Greszler, a senior policy analyst and research fellow at the Heritage Foundation, who studies economics, budget and labor issues.Contract workers who buy their own health coverage and are struggling to pay bills without their paychecks may have less recourse, beyond asking insurers for a grace period in paying premiums. But there is no requirement that insurers grant such a request.”We are concerned about the disruption that this shutdown has caused our members and their families,” notes a corporate statement from CareFirst BlueCross BlueShield — one of the insurers near Washington, D.C. “We are currently exploring how to best address this issue should the shutdown continue.”Beyond basic health insurance, what other health benefits could be affected? Depending on how long the shutdown lasts, dental, vision and long-term care insurance programs may start sending bills directly to workers.Federal workers pay the premiums for these benefits themselves, according to Dan Blair, who served as both acting director and deputy director of the OPM during the early 2000s. He is now a senior counselor and fellow the Bipartisan Policy Center in D.C.Because workers’ checks are not being processed, the amounts usually sent to these carriers each pay period also aren’t being paid. If the shutdown lasts longer than two or three pay periods, workers will get bills for premiums directly from these firms and should pay them “on a timely basis to ensure continuation of coverage,” the OPM says in its FAQ. Blair agrees.There also may be a delay in processing claims for flexible spending accounts. These are special accounts in which workers use pretax money deducted from their paychecks to cover certain eligible medical expenses — such as eyeglasses, braces, copayments for doctor visits or medications, including some over-the-counter products.With no paychecks going out, these deductions are not being made and transferred into FSAs. Once paychecks start up again, the amount deducted will be adjusted so the worker will get the annual total they had requested.During the shutdown, though, reimbursement claims to these FSA accounts also won’t be processed, the OPM says. Blair suggests holding off on big-ticket purchases during the shutdown, if possible, and to always keeping paperwork on the purchases.Another consideration: People who switched health plans before a furlough may find their paperwork wasn’t processed in time.In those cases, the OPM says to stick with the old health plan until the shutdown ends and the new plan is processed. The new plan will pick up any claims incurred.How will workers know if their change was processed?
